Copy jobs recalling files from an Enterprise Security Vault return an error message:
"The file is currently not available for use on this computer."
Most or all files and folder in the archive are not copied.
The EV (Enterprise Security Vault) from Symantec intentionally limits the number of files that can be recalled as a security feature.
Modifying the following registry values on each computer running the Placeholder Service allows the defaults to be increased or decreased.
Note: For an x64 platform changes need to be made in following location: HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\KVS\Enterprise Vault\FSA\PlaceholderService
RecallLimitMaxRecalls specifies the maximum number of items that a user is allowed to recall within the specified RecallLimitTimeInterval seconds. When this limit is reached, there is an additional wait of RecallLimitTimeInterval seconds before the count is reset.

The initial value is 20.
The effective values range from 0-100 (decimal), settings above 100 will result in the default value of 20 being used.

The initial value is 10 (seconds).
The lowest value EV will use is 1, values of up to 60 can be used (decimal)
BypassRecallLimitsForAdmins controls whether the recall limits apply to members of the local Administrators group on the server that is running the Placeholder Service. Setting to 1 will allow members of local admins to recall files without restriction.

0 - (Default) Recall limits apply to administrators
1 - There are no recall limits for administrators
The Enterprise Vault Placeholder Service must be restarted for these changes to take effect.
