This parameter cannot be set in Toad because it's a Java Warning,
Toad is just returning the message received from Java.
The package will compile fine, but it is displaying the Java warnings based on the Java in the PL/SQL package because the FILE_TYPE_JAVA is possibly deprecated.
The package has been compiled successfully and this warning message is informational.
This message can be safely ignored.
