SQL Server Error log alarms require access to the msdb database
Description

An Alarm was fired from from the "DBSS - Collection Status" which indentified an issue with the msdb database. The rule specified that more details could be found in the SQL Server Error Log. No SQL Server Error Log alarm fired to acknowledge this issue.
"Collection Status: DBSS_Database Failed with the exception: Failed to execute query on instance [WLTVSSSQLSC01], user account [investments\sysdba]. Reason : [Database 'msdb' cannot be opened due to inaccessible files or insufficient memory or disk space. See the SQL Server errorlog for details."
Why didn't a SQL Server Error Log alarm fire for the error?
Cause

The SQL Server Error log alarms require access to the msdb database, datafiles, and logfiles.
Résolution

This issue was replicated in a test environment, when read/write access was removed from the msdb datafile and logfile the SQL Server Error Log alarms would not fire. Functionality was restored when read/write access was reestablished.
