The Change Auditor web client does connect to the Coordinator after an upgrade. The following error is recorded in the ChangeAuditorWeb.nptlog:
Could not connect to net.tcp://CoordinatorFQDN:port/Service. The connection attempt lasted for a time span of 00:00:02.0003250. TCP error code 10061: No connection could be made because the target machine actively refused it xxx.xxx.xxx.xxx:port
