Due to changes made in versions 9.0 and newer this file is no longer needed -
Resolution
If in the case you require configuration changes to the console processes i.e 407 proxy authentication errors, the entries can be added into the following file Content Matrix Console - SharePoint Edition.exe.config in the following location: C:\Program Files (x86)\Metalogix\Content Matrix Consoles\SharePoint Edition
