Resolution
No, Content Matrix cannot split a list containing items according to a certain column and split the list further into several different lists.
As at 6 November 2019, Product team has considered this feature request and feels that it is not something that is in Product team's roadmap or inline with the core functionality of Content Matrix, and are declining this request.
