The MSExchangeTransport service temporarily stops delivering messages and rejects incoming SMTP connections from the CMN host if the Hub Transport server is running low on disk space and/or memory resources. As soon as resource utilization returns to normal, message delivery continues.
The Application eventlog might show Event ID 15002 from MSExchangeTransport, saying that the "[...] resource pressure is constant at High." The Exchange 2007 Back Pressure feature is responsible for this behavior.

Resolution 1:
It is necessary to ensure that the Exchange Hub Transport server has sufficient resources allocated. Alternatively, this article describes how the default values for the high, medium, and normal levels of hard disk drive utilization:

Resolution 2:
Ensure the Exchange Server has sufficient RAM to perform tasks needed for the user base. Contact Microsoft Support for assistance with ensuring the server has proper system resources.
