Cause
Resolution
It is safe to ignore these messages. The performance counters still work in perfmon and have no issues loading. These errors appear to happen on Windows start-up and don't seem to be related to the operation of CA at all. The DLLs are all properly signed and have valid digital signatures. The error message appear to stem from the Windows start function that measures a processes impact on boot time, which will only load "Microsoft signed" DLLs
