Toad cannot be closed.
None of the options to close Toad work (File | Exit , File | Fast Exit and /or X on the top right corner).
Something is blocking Toad to access to file online_resources.xml as the logs show:

SSL Status: Attempting to connect to server.
Connection Status: Remote host connection failed. 10060 [10060] Connection timed out
Connection Status: Connection to host failed. 10060 [10060] Connection timed out
Connected: 10060 [10060] Connection timed out
In this case it was possible to access this file from the internet browser.
In this is your case, please follow the steps below:
WORKAROUND 1
Add Toad to the antivirus whitelist
WORKAROUND 2
Go to https://community-downloads.quest.com/toadsoft/ORACLE/VERSION/online_resources.xml
Download the file
Go to C:\Users\YOUR_USER\AppData\Roaming\Quest Software\Toad for Oracle\24.2\User Files
Copy the downloaded online_resources.xml file there
Note: attached current online_resources.xml at the article but it is recommended to download the new one or ask support for the latest one
WORKAROUND 3
Go to View | Toad Options | Online and, on the right panel , uncheck "Allow Internet access"
