When working remotely there were issues with network printers, so the Windows default printer was set to a local printer. The next time Toad was run, it would not launch. The Toad.exe was in the task manager but nothing was displaying on the screen.
The splash screen gets stuck at "setting global options".

Ensure that the Windows default printer is pointing to an accessible printer, linked to 'print to pdf' or 'send to OneNote'
