Restore job submitted with invalid source set causes all running Phase 2s go in waiting -
Description
Any time a RMAN Controlled restore is submitted from RMAN CLI, and goes into waiting for media due to an invalid source set, all running Phase 2 data copy jobs will go in 'Waiting for media' until the RMAN controlled job exits. -
Cause
This issue has been identified under NVBU-17795 and has to do with Job Priority.
Since restores are always by default submitted with higher job priority than backup jobs, any unfulfilled restore media request will take priority and affect all other running Phase 2 duplications or Data copies, which are also considered restore requests.

Resolution
Workaround:
When submitting a restore job for any plugin, ensure the source set used is valid or set the source to Any device.
Because restore jobs have higher job priorities than other jobs, any unfulfilled media request for a running restore will affect all other running restore requests such as phase 2 duplications or data copies which will be queued for processing after the restore is done.
