After Changing DCOM Credentials via MessageStats Console All Tasks begin to fail.
DCOM Errors are logged to the System Event Log Stating

The launch and activation security descriptor for the COM Server application with APPID
{23A31EF1-51AC-45EF-9A42-AF4D2DCF6B8D}
is invalid. It contains Access Control Entries with permissions that are invalid. The requested action was therefore not performed. This security permission can be corrected using the Component Services administrative tool.
A Defect has been Identified in MessageStats that can cause Invalid Access Control Entries on DCOM objects when updating credentials on the DCOM Credentials Tab in the properties of a Task Execution Server via the MessageStats Console.
WORKAROUND:
After Changing the DCOM Credentials via the console perform the following:
1. Go to Start | Administrative Tools | Component Services.
2. Expand Component Services | Computers |My Computer | DCOM Config
3. On the Security Tab for both the the "Quest MessageStats Scheduler Service" and "Quest MessageStats Task Processor"
4. For both "Launch and Activation Permissions" and "Access Permissions" follow Step 5.
5. Select Edit | Select the service account and click Remove.
6. Click Ok and Apply
7. Click the Edit and add the service account back applying all Allow permissions:

8. Click Ok and Apply
