The issue is usually related to one if the following:

1. Permissions

2. Managed Path/URL being incorrect

1. Make sure the account specified as Site Collection Admin has permissions to create site collection on target.

2. Make sure the URL specified in thje "Target Site Collection URL" field is correct. It should be either of the following:

http://WA/wildcard_Inclusion_managed_path/site_name

or

http://WA/empty_explicit_inclusion_managed_path
