Customers may report that the IP address 40.113.66.190 has already been added to firewall or proxy allow-lists, but the error persists.
The IP address 40.113.66.190 is one of the Device Agent Backend Service endpoints for the EU region. Communication failures typically occur because of:
Firewall or proxy rules still blocking outbound traffic to the endpoint.
Incomplete or misconfigured allow-list rules.
Network-level restrictions preventing the Device Agent from establishing connections.
Quest On Demand does not log individual IP requests for this service, only aggregate statistics, so communication attempts cannot be confirmed from the Quest side.
Verify that the customer network allows outbound connections to:
40.113.66.190 on port 80

To test connectivity from a machine inside the customer network, run the following PowerShell commands:
If the commands return a response, the machine can successfully reach the Device Agent Backend Service. If they fail, review firewall and proxy rules to ensure outbound traffic is allowed.
After confirming connectivity, retry the Device Agent operation.
