After enabling On Demand Migration Domain Rewrite or Domain Coexistence, an Administrator identifies an issue where the Exchange Online Transport Connector used by the product cannot be created in an enabled state, with the below error:
Connector creation failed.
Error:
Error executing request. For this service offering, you can’t create or update inbound connectors in your organization ‘TENANT ID’.

原因
This behavior is caused by a recent change from Microsoft that requires some tenant Administrators to contact Microsoft Support to enable inbound connectors. If your tenant is experiencing this behavior, please refer to the below recommendation as outlined in Advisory EX505293:
If you're an admin within an organization whose Microsoft tenant was created on or after January 1, 2023, and you continue to see the issue described in this incident after February 6, 2023, please open a support ticket.
