Why the SQL Server agent must run as the GPOADmin service account and have the startup type set to
Automatic (Delayed Start). Is this only important if we were using a SQL Database for configuration and backup (with DFS)?

We recommend that the SQL Server replication agent be run as the GPOADmin service account to minimize issues with replicating the GPOADmin databases, as this account should also be the dbo of the GPOADmin database.

It is possible to use other accounts, however, you would be responsible for ensuring there are no permission issues that could potentially cause replication issues.
We recommend using the service account to run the SQL Server Agent.
