First, verify that the connection parameters are correct. Then attempt to make a connection using those same parameters from the location where the agent is located with either a PSQL client or a telnet/ping or other procedure. If you are using a clustering solution, you may need to connect from the virtual IP for the cluster rather than the individual machines.
If one of these methods fails, you must resolve the networking issue before continuing with the installation. If the DNS is unavailable or the host name cannot be resolved, use the IP address in the agent properties or edit the system hosts file to provide local DNS resolution.
