A few Mail-in Databases (MiDBs) were reported as "Migration terminated abnormally". When checked, we could not find the log files for those migrations in the Migration Control Center. We searched individual workstations and found the log files for those MiDB migrations.
We found that the log files mentioned those MiDBs as "Migrated with warnings", but CMTe reported those MiDBs as "Migration terminated abnormally".
The migration completed successfully, but then crashed when trying to report the status and log back to the MCC.
The log file is also missing the Workstation footer information.
We are unable to reset the migration status from EMM and CMT.exe
After further testing we found that the database name and Full Name fields contain an ampersand "&" (special Character). Once this special character was removed from the CMTe person document Domino fields the migration was successful, and reported back to the MCC correctly.
This would be true for any migration, not just Mail-in DB.
This is a known limitation: Domino Database names containing special characters, such as "&", cause a migration status of "Migration terminated abnormally" even though the migration was successful. (16759)
Workaround
Currently the workaround is to edit the CMTe person documents and remove or replace the special character(s) before starting the migration
Open the CMT_Universal.mdb file, located in the C:\Program Files\CMT Universal\CMT_XMLServer\App_Data folder, and clear the MigrationQueueTable, or open SQL and clear this table.
Close the MDB.
For 4.x and newer versions
Change to the Advanced Migration view
Select the users to clear their back-end SQL user records
Click 'Clear or Reset user(s) - Remove backend user record" view action
For 3.8.x:
Open SQL Management Studio
Open the CMTe database
Open the 'CMT_User' table
Delete all the user entries that had the issue.
Close SQL management studio
For 3.7.x and older versions of CMTe
Open CMT.exe, click on 'User' button
Edit the users with an & by right clicking and selecting 'Properties'
Remove the & from the user name, and click on another field before closing the properties box (this saves the change).

Restart the Internet Information Services(IIS) from CMD, command: iisreset
Return to Lotus Notes, CMT for Exchange and remove the & from the CMTe person document(s)
Reset the migration status from the 'Migrate - Advanced' view by resetting the user
Return to migration view and start the migration
