Trying to launch Spotlight Essentials and setup Diagnostic Server, but getting error regarding diagnostic server not being found or not running.
How to verify or troubleshoot diagnostic servers and Spotlight Essentials issue in Toad's Health Check.
To work with Tools | Health Check, Spotlight Essentials needs to be set up and signed in, and the Diagnostic Server needs to be installed and running.
Go to Tools | Options | Spotlight Essentials.
In "Setup Account", verify that you are signed into Essentials and it note "You are signed in as:" and there is a "User Token".
In "Configure Diagnostic Server" make sure a server host is specified in the first field. If there is nothing displayed, then no Diagnostic Server has been specified. Select the correct host/IP and click "Connect". In some case, a diagnostic server has not been installed anywhere at all. In that case, click the "Install" button on the same page to walk through the installation wizard for the DS.
In Configure Connections, make sure a connection to a target server is defined. This list is based off the selected Diagnostic Server. If you have multiple DS setup, then this connections list will reflect the DS that is currently connected, based off the "Configure Diagnostic Server" tab. If no connections have been defined for the DS, then no information is being collected.

Diagnostic Administrators | Members of this group are granted administrator privileges in addition to user privileges. They can kill database sessions and change sensitive configuration items. |
Diagnostic Read-Only | Members of this group can view reports. They cannot make operational changes. |
