Using the On Demand Migration for Email (ODME) migration account with impersonation rights assigned fails to migrate with an error the mailbox doesn't have a valid license.
Microsoft.Exchange.WebServices.Data.ServiceResponseException ServiceResponseException - An internal server error occurred. The operation failed., Mailbox 'User Name/Domain' doesn't have a valid license.
Remove the user's Office 365 license, save the changes. Then modify the account and put the license back on the mailbox.
Note: In some cases customer's have needed to reach out to Microsoft to correct the license issue preventing Application Impersonation from allowing a migration to take place.
