This could be due to changes on the user or mailbox or issues in the environment during the sync process.
If all pre-requisites have been checked and this is only on certain users, a new troubleshooting collection can be created and the ClearAllSyncDataOnResync parameter can be added. This is done so that all users are not resynced, only the problem users you add to the new troubleshooting collection.
ClearAllSyncDataOnResync
Specifies whether all synchronization data such as synchronization state of mailboxes, statistics and matching information in the database should be cleared for a collection when you perform resynchronization. This parameter can be specified only for a mailbox or calendar collection
PowerShell commands are different depending on the software version used and default installation paths are assumed

In a 32 bit PowerShell:

Set-DMMEXCollection –Name [MailCollectionName] –Type Mail –ClearAllSyncDataOnResync $true
Move problem users to this new collection and perform a resynchronize on them from the console
