This can occur if the Coordinator is busy processing a backlog of events. Check the Coordinator log to see if there are warnings similar to:
"Too many events in the Scheduler task queue"
And
"Error running bulk insert"

If the errors above are no in the logs, please try creating the Azure template during off peak hours.
