Cause
The issue happens when Workflow Actions are explicitly referencing Lists in Email Section, as seen in the screenshot below:

Resolution
Open the migrated workflow in the target environment, fix broken list lookups and republish it. A List GUID is displayed instead of the Name when a list lookup gets broken.
