Use local-independent format not functioning. Comma's instead of periods
说明
Set "Use locale-independent format" for grid as true in toad Settings. However, floating point numbers still get printed with a comma, instead of a point.

WORKAROUND
change Regional settings in control panel . Note that this will affect all programs
