Compare between archive set and environment does not show any detail fo AP Invoice Tolerances (EOS)

These are the steps done to reproduce:
1. Add an object to the archive set
2. Modify the object on the system.
3. Perform the compare. After that, the compare says the objects are identical and shows NO DETAILS with record that contain accent mark.
原因
The fndload command for object type that have accent doesn't work. If fndload doesn't work outside of stat then neither does stat. This might be a limitation with Oracle.
