How to restrict the Server access which the developers can run the command in a Post Migration Steps ?

We are migrating some java files and it is necessary to execute the post migration steps to compile the java and generate the .class file. Currently, only Admins can select the target objects during the post-migration steps. So, we added the User's right "Post Migration Command Edit" to the developers. After this step, we validated that the developers can edit and execute any command (we tried to create a directory on Development Server using mkdir). My question is, how we can restrict the command edition but still allow the developers to select the target objects? And is there any possibility to restrict the Server which the developers can run the command?
解决办法

Go to Maintenance | Security Settings | User Maintenance | select the user and double click on it.
Locate the server tab. By default, it is empty that's mean user will have access to all the servers.
Click New and select the server that you want the user to have access to.
