Procedures with no parameters does not show up in package entries

Procedures without parameters do not show up in the package entries list. They do not show up in the execution window nor do they show up in the toolbox. If no procedures have a parameter, gets this message "The package does not have any entry points". This only occurs in Oracle database 12.1.0.2 version.
