RESOLUTION 1:
1. Reboot PC.
2. After the reboot, exit all programs or don’t start any programs yet.
3. On the keyboard, hold down the WINDOWS key and then hit the R key.
4. In the Run window, type %TMP% and then click OK.
5. Delete the contents of the temp folder that opens up.
RESOLUTION 2:
Download a Windows Clipboard tacking or monitoring software of your choice. This way you can see which program is currently holding or locking up your Windows Clipboard. Once you find the offending app, you should be able to simply close it, and the Ctrl + Copy should start working again on any program, not just Toad.

Reboot your PC, and then closely monitor the programs you open AND which programs you use the Ctrl + Copy on. The next time you encounter the “Cannot open clipboard: Access is denied” error, close or end-task the recent programs you used the Ctrl + Copy on, and then re-test the Ctrl + Copy on other programs. The goal is to find out which app is locking up your Windows Clipboard, so that the next time the error appears, you can simply and quickly close that app.
