Most of databases are being restarted by SpotLight service account almost every minute.

The reason databases are being restarted so often was because its
"Auto-Close" property was set to "True", which shouldn't be the case for
most of production databases. This "Auto-Close" setting allows the
database unload from memory whenever there is no user connection, which
is a default settings for SQL Express databases.
