If you have more than one rule in On Demand Policy Management for Skype for Business Online or Exchange Online the order in which they are listed and the users and groups applied to can affect how the policy is applied.
Some things to consider when creating and enabling rules:
Rules in the Enabled state are applied in order from top to bottom. When you apply multiple rules, a rule higher in the list takes precedence over lower rules. Order the rules from granular to global.
If one user in a group requires a unique policy setting, the rule for the user must be higher in the list than the rule applying a different setting for the group.
- If you have 3 Rules, Rule 1 is applied first, Rule 2 second and so on
- If you have the same users and/or groups in the rule the order of the rules being applied to them can cause undesired results
- For Example: If UserA is in Rule 1 and also in Rule 2 only Rule 1's configuration will be applied to that user
- If UserA is not in Rule 1 or Rule 2 but are in Rule 3, then only the settings or Rule 3 are applied
