Once GPOAdmin has been installed and configured, how do you use it to create GPOs?

Expand Version Control Root
Right click the container where you want to store the GPO and select New | Group Policy Object
Step through the wizard until you get to the Settings page
Click Launch Editor
Edit the settings to the desired first version state
Complete the rest of the wizard. At this point the GPO does not exist in the live environment as a GPO
Repeat edits as necessary, checking in the GPO between each edit. This offers a rollback point for each edit if needed.
Once the settings are as needed, request approval. This is requesting approval to deploy the changes to the live environment
The GPO will go through necessary approvers, in the order they appear in the approvers list
When approved the GPO is deployed immediately, or scheduled for deployment
The GPO now exists as a live GPO
The GPO needs to be linked either through the GPO or the OU where the GPO is to be linked. The OU must exist as a registered object in GPOADmin for this stage. This will result in the checkout of the OU as this is where the link is stored, not on the GPO.
Once the links have been created, the OU(s) are submitted for approval, and are approved in the same manner as GPOs
Once approvals have passed, the OU(s) are deployed immediately, or scheduled for deployment. After this the GPO is live and linked and will start being applied
