The CPU Utilization graph is showing 100% usage, but no alarm has been raised.
The CPU Utilization rule generates an alarm when both the CPU usage (utilization) AND the processes queued to run (runQueueLength) reach the configured threshold. The condition must persist across multiple data collections based on the configured rule behavior.
If the runQueueLength is low, but the CPU Utilization high, no alarm will be triggered.
