Some users are failing, and others are successful. When comparing, I cannot see the difference of why some users receive the following error. What is causing this?

You can't use the domain because it's not an accepted domain for your organization.

There could be a few reasons for this error:
1. The reason this happens is because there are proxy addresses in the mailbox that you are trying to move have domain names that have not been verified in Exchange Online. Forexample, @Contoso.com isn't verified domain in O365.
This domain was not registered in Office 365.
2. The users were imported using a CSV, and the target UPN values do not match the target user object UPN
Resolution 1
Update the accepted domains in the cloud for all domains listed in a proxy address or remove all addresses from proxy addresses that aren't verified.
Resolution 2
Either correct the CSV file's target UPN values and run the import process or select the affected user(s) and unmatch, then run Discovery.
