Settings modified in GPOs that are published from the GPO Repository feature are not been applied to the GPO in AD.
After a change is published to the GPO the change is not visible in GPMC, however if you Edit the GPO in GPMC, you can see the setting changed there.
Since the settings is not visible in GPMC, whatever setting changed is not taking effect.
