Unfortunately, the only wrapping that PageFormatter will do in a table is of a row. If you start a new row that won't fit on the current page, then PageFormatter will wrap it to the next.
The solution lies in this functionality. If you know that the text you are flowing will consume a large volume of space, then it would be beneficial to insert "invisible rows" to allow PageFormatter to break the text up.
To keep the row breaks as invisible as possible, set the top or bottom border of the row to have a width of 0, and set the Internal Margins of the row to an appropriate value which will keep the break in the text from being seen.
