Two factor authentication still applies even after removing it from web-it admin page for the far (98057)

Web-IT Admin page, <farm>, Two-Factor Authentication has been cleared. However users still see the 3rd field on their web-it logon pages. Option "Inherit the global settings" is not checked. Attempt to login may generate the following error: "Radius Error: Incorrect User or Passcode".

Navigate to the Web-IT Admin page, Global Settings, Two-Factor Authentication and remove 2FA configuration there. Global settings are still applied for 2FA even though farm was configured to not to inherit global settings.
