I checked the install logs of catalof and see this,
Quest Catalog Service failed to install - Reason: 1639
...CatalogManager Installation failed. Rolling back changes.
...CatalogManager Installation failed. Rollback completed.
Cause

User account that is doing the install has incorrect permissions
Resolution

Use a different user account to install vranger
