Error Message: 2654 - can't read phys:/vmfs/volumes/4c7d8cf4-af8278f8-4b7c-000e0cb005a4/XXXXXXXXX/YYYYYYYYYY-flat.vmdk
Testing snapshots shows the real error in VSphere.

Cause
vSphere/Virtual Center is not allowing snapshots to take place on that server. You will see this error
The operation is not allowed in the current state

Resolution
Restarting Vc does not help. This is the KB reference from VMware on solving this issue
