File Level Restore (FLR) does not work it will not mount the disk
The FLR Service user (service) account and the user (service) account for the repository did not match. One was entered with the simple name (us\vRanger) and the other with the FQDN (us.local.gov\vRanger).
The resolution is to match the user names on both the repository and the services
1) Credentialed the services (added user (domain\user) and password). The simple user format is fine
2) Used the same user name and password for the repository
3) Stop and start the service. Stop them in any order and start the in the following order: vRanger Service, FLR and API last
