Most likely cause is that at one time this person was setup in vRanger as a person to receive notifications, and then removed himself from the Notification list but not from each task.
This is due to a Defect ID 16801in vRanger. The notification list is not being updated unless the person is removed from the task first.
STATUS:
Pending fix in a future release.
WORKAROUND:
Edit the affected task and click next on each screen and finally finish. This will resolve the issue.
To prevent this issue from happening be sure to edit each task, remove the person from the Task, and after the individual has been removed from all tasks, finally remove him from vRanger's email notification list.
