VSSUTIL_PROVIDER_VETO when backing up Hyper-V VM's or Physical machines -

- Physical or Hyper-V backups failing with the following message:
Error: VSSUTIL_PROVIDER_VETO

Cause
A Windows VSS provider is preventing the creation of the snapshot. When a VSSUTIL_PROVIDER_VETO is received, it is not possible to create a snapshot using one or more shadow copy providers. -
Resolution
To resolve, it is important to identify which VSS provider has issued the VSSUTIL_PROVIDER_VETO message. You can use the command vssadmin list providers in order to identify all software or hardware providers. If there is a hardware provider, verify the system and application logs in order to identify the message generated while creating the snapshot.
When it comes to hardware VSS providers, a storage snapshot is also requested. If there is no space available reserved for snapshot operations, the VSSUTIL_PROVIDER_VETO may appear.
As a workaround, you can uninstall the hardware VSS provider. The backup and restore operations won't be affected by this change.
