Cause
Management of services has changed for IIS 7 and Quest Spotlight on Messaging is not able to start the IIS service, which generates the error message.

Resolution
Make sure that the IIS 6 Management Compatibility Pack is installed to your IIS 7 server. After this is installed, the service installation will proceed without issues.

Additional Information
It is possible that this or similar behavior happens during installation on Windows Vista and Windows 2008 as well, but not confirmed. This is truly related to IIS 7 being installed and how the IIS services are managed on those Windows versions.
