1. Check for Blocked Verbs in IIS configuration.
Open Internet Information Services (IIS) Manager
Expand your server | Sites and select the Default Web Site.
In the center pane select "Request Filtering"
Click the HTTP Verbs tab and verify that "Put" and "Delete" verbs are not denied.
2. Check for a FIPS policy
Stop the Unified Communications Analytics services
Open Administrative Tools | Local Security Policy
Expand Local Policies,
Click Security Options
Find the following Group Policy Object in the right pane and disable it:

System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing
Start the Unified Communications Analytics services
If you still get the same error, you may have to change a registry key:

Open Windows registry editor (Regedit)
Navigate to [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa]
If the value for "fipsalgorithmpolicy" is set to 1, change it to 0.
--Note this setting should be missing or set to 0 by default
Restart the Unified Communications Analytics services
