Web page URL login to TIC is failing with the error: "Index was outside the bounds of the array". Unable to or cannot connect to TIC.
Description

Connection error. Web page URL login to Toad Intelligence Central (TIC) is getting / receiving the error:
"Index was outside the bounds of the array"
Resolution

Please restart the machine where TIC is installed. This should resolve the error.
