When trying to connect to the server via Toad Intelligence Central getting the error:
Communications link failure
The latest packet sent successfully to the server was 0 milliseconds ago. The driver has not received any packets from the server.
Connection refused: connect
Resolution 1
Make sure you can access the host address and it is up.
Resolution 2
Make sure the Toad BI App Server has started on the host.
Go Start|Run and type in services.msc
If it is not started, then start it
Resolution 3
If the Toad BI App Server service does not exist then download the server installer from
