Toad for SQL Server 5.6. Tools Menu | Compare is disabled or no items are displayed (nothing pops-up). The Tools Menu | Administer and Tools Menu | Monitor menus are also affected.

Resolution
A newer License Key (one for TSS 5.8 and newer) is being used. Contact Quest License Department (they can be emailed at License@quest.com) and request for a license key that is compatible with TSS 5.6 or check your records to see if you have older TSS license keys.
