Error Failed to connect to hostname when connecting to the Host where Diagnostic Server is install

During the Diagnostic Server setup, the following occurs when connecting to the host where you want to install Diagnostic Server.

Error: "Failed to connect to .  The following error has occurred.  The RPC server is unavailable.  (Exception from HRESULT: )"

or

Error: "Failed to connect to .  The following error has occurred: Access is denied.  (Exception from HRESULT: (E_ACCESSDENIED))"

-The server is not reacheable
-The server is down
-Networking issue
-Incorrect hostname or IP
-You do not have account access to this server

1. From the command line, type: Ping , to make sure you can ping the server

2.  Once you can ping the server, verify and confirm you have a user account on the host with Administrator rights. 
     a. Right click on My Computer | select Manage. 
     b. Right click on Computer Management | Connect to another computer | type in server name.
     c. Once connected, expand Local Users and Groups.
     d. Select Groups | right click on Administrator group and see if your user is in this group.

If you do not, please contact your network administrator to add you to the group for this server.
