RESOLUTION
It is not possible to do a silent upgrade from Toad 9.5 to 9.7.2 as the structures of these versions are different.
WORKAROUND
One option is to do a silent installation of Toad 9.7.2 over a new/fresh folder and then replace the 9.7.2 User Files folder by the 9.5 one.
To instructions to do a silent installation please take a look to page 18 of the Getting Started Guide.
Then go to your toad 9.5 instalation folder (by default C:\Program Files\Quest Software\Toad for Oracle 9.5) and copy the User Files folder .
Then copy this folder to C:\Documents and Settings\<YOUR USER>\Application Data\Quest Software\Toad for Oracle\9.7\
