Resolution

WORKAROUND:
Please use the Toad 12.11 beta version, available from: http://www.toadworld.com/products/toad-for-oracle/toad_for_oracle_beta_program/
STATUS:
In Toad 12.11, a new Team Coding option called "Recompile source when undoing checkout" resolves this issue. It is available in the current beta version, and upcoming commercial version
