How can I find Packer.exe for extracting msi file for silent installation?
The Packer.exe Utility is used to create the msi file for the silent install. This application is mentioned in the 'Toad Getting Started Guide' but where can it be downloaded?

Resolution
Please note that this version of Toad is no longer supported, so it is highly recommended that you download the latest version of Toad for Oracle and the relevant installation instructions from here.
If, however, it is still required to silently install Toad 9.5 using 'packer.exe', please submit a service request and a Support Engineer can arrange to provide this via ftp. A service request may be submitted using the following link.
